from the UK, Nick Allen has been a Hong Kong resident since 1983.
Prior to his retirement in 2007 he was a partner for 17 years with
the international accounting firm, PricewaterhouseCoopers where
he was an audit partner and partner-in-charge of the PwC Hong Kong
and China Assurance Practice (Audit) comprising 3,000 staff and
partners in 10 offices. He was also a member of the Management Board
of PwC Hong Kong and China and a member of the PwC Global Audit
Policy Board. He served as a Member of the Securities & Futures
Appeal Panel, a Member of the Takeovers & Merger Panel and a
Member of various committees of the Hong Kong Institute of Certified
Public Accountants. He currently serves as an independant non-executive

Cartland graduated from Oxford in 1972 and joined the Hong Kong
Civil Service where she worked until her retirement from service
in early 2006. During her time with Government she served in a variety
of senior posts and has wide experience of policy formulation and
the workings of the civil service. Amongst other responsibilities
she was Deputy Secretary for Recreation and Culture and Assistant
Director of Social Welfare (Social Security) with responsibility
of an annual budget of HK$25 billion and 2000 staff. In this role
she spearheaded the thinking that led to the implementation of "Support
for Self-reliance" for employable social security recipients
which supported a 'welfare to work' approach. Rachel currently undertakes
public sector consulting. She serves on HKU's SPACE Academic Committee
for the Higher Diploma in Social Security, is on The Council of
the HK Society for the Blind, the Oxford & Cambridge Society
Committee and the China Oxford Scholarship Fund as well as serving
as a Trustee of the Outward Bound School of Hong Kong.

Cartland

Michael
Cartland was Secretary for Financial Services in the early 1990s
until he was required to retire in the run up to the Handover. Prior
to this, Michael spent the eighties dealing with Hong Kong trade
policy and became Hong Kong's first Permanent Representative to
the GATT when Hong Kong became a full member in its own right in
1986. He participated in that capacity in the launching of the Uruguay
Round and went on to chair the Negotiating Group on Subsidies and
Countervail during the Round. Following this he helped the then
Director General, Peter Sutherland, to bring the negotiations to
a conclusion in the areas of Anti-Dumping, Safeguards, Intellectual
Property, Government Procurement, as well as Subsidies and Countervail.
He also made a substantial contribution to GATT and WTO Dispute
Settlement by chairing the panels in no less than eighteen cases
over the twenty-two years to 2007. He now works with his wife Rachel
on public sector consulting.

Laura
Chen is currently the executive chair of ZeShan Foundation—a
Hong Kong based family foundation of which she is a family member.
She actively leads a team of professionals in managing the philanthropic
activities in the areas mandated by the family. Emerging from these
mandates, substantial resources have been allocated to strategic
support towards 1) the prevention and reduction of Hepatitis B and
HIV/AIDS in Asia, principally China and 2) creating public awareness
and education to help the prevention and eliminate discrimination
towards these carriers in society. She is a strong proponent of
good corporate governance and accountability among NGO’s and
philanthropic organizations, and an avid believer of creating equitable
partnerships between grants makers and receivers. Prior to her transition
into the field of philanthropy, she had over twenty years of experience

States, with special interest in the areas of emerging market debt
and US residential real estate development investments. She serves
on the boards of two major public companies listed in the Hong Kong
Stock Exchange, the Board of Trustees of the Asia Society HK Center,
the Board of Governors of the HK Adventist Hospital Foundation,
and the advisory council of the Hopkins-Nanjing Center (a joint
program between the Johns Hopkins University and Nanjing University).

he has been the Director of the Hong Kong Transition Project and

Michael
Enright has been the Sun Hung Kai Professor of Business Administration
at the University of Hong Kong since 1996. Prior to this position
he spent six years as a professor at the Harvard Business School.
His research has focused on international competitiveness, regional
clustering of industry, and economic development. He has directed
or co-directed major reviews of economies on five continents and
has co-authored five books on competitiveness the latest
being The Hong Kong Advantage (Oxford University Press) with
co-authors Edith Scott and David Dodwell and numerous papers
on regional clustering. Professor Enright has consulted extensively
to companies, governments, and other organizations on business strategy,
international competitiveness, and economic development. He has
appeared in 27 countries as an invited speaker, lecturer, educator,
and/or trainer. He received his A.B., his MBA, and his Ph.D. (in
business economics) from Harvard University.

graduating from Queen’s College, Cambridge in 1974, Robert
Footman joined the Hong Kong Government as an administrative officer.
He served in several senior positions in the Government, including
Chief Executive of the HKAPA, Assistant Director and Deputy Director
General of the Trade Department, as Head of Efficiency Unit and,
in the mid-90s, as the Postmaster General. From 1987-1989 Robert
was on secondment to the UK FCO where he was at the Hong Kong desk.
He was Commissioner for Transport from 1998-2005 when he retired
from Government services. Since moving to the private sector he
has undertaken several public policy consultancy projects, working
with Strategic Access and the Bauhinia Foundation. Robert’s

Mark
Michelson is Senior Counselor and Partner with APCO Worldwide, which
provides public affairs and strategic communications services in Asia-Pacific
and globally. From 2004 to 2008, Dr Michelson was Associate Director-General
for Investment Promotion at Invest Hong Kong - theelson@apco investment
promotion department of the Hong Kong Government. He has spent over
30 years in the Asia/ Pacific region, mainly living in Hong Kong but
also in Japan. He is a visiting professor at Chinese University and
the University of Hong Kong and a member of the Fulbright Advisory
Committee. He served as Chairman of the American Chamber of Commerce
in Hong Kong and the Hong Kong Country Club, and has been a member
of three Hong Kong Government advisory committees. Dr Michelson earned

Kenneth
G. Morrison, Managing Director of Mazars CPA Limited, was born in
Hong Kong and has lived here for over 30 years. He is extensively
involved with a number of community service organizations, including
the Sports Development Board, the Eric Liddell Foundation, the Hong
Kong Society for the Blind, and the Union Church of Hong Kong. Since
1999 he has been a member of the Inland Revenue Review Board. Mr.

Sarah
Monks, a veteran of media and communications in Hong Kong, arrived
from Australia in 1978 to work as a journalist "for a couple
of years" - and stayed. She was a senior news executive with
the South China Morning Post, Hong Kong's leading English-language
daily, before joining the Hong Kong Trade Development Council, the
city's trade promotion organisation, with subsequent postings to London
and New York. In Hong Kong, she headed the Council's global corporate
communications team for nearly 15 years. Since 2007 she has returned
to her first love - writing - and is presently working on a commissioned
history of Hong Kong's toy industry.

Born
and raised in Hong Kong, Sebastian Man is the Chairman and CEO of
Chung Mei International Holdings Limited, a company he acquired in
1990. Chung Mei Industries Limited, under the flagship Chung Mei International
Holdings Limited, is a manufacturer of kitchen electrical and air
treatment products for domestic use. It has its own factory in Dongguan,
China with a few thousand employees. Cheung Mei has formed a number
of joint ventures with large manufacturing and industrial companies.
Mr. Man is a member of the Young Presidents’ Organization (YPO),
Co-President and Director of Harvard Business School Association of
Hong Kong, an Executive Committee Member of the International Chamber
of Commerce, Hong Kong China Business Council (ICC) and since 1999
has been a board member of the Chinese People’s Political Consultative
Conference (CPPCC) Shenzhen-Baoan Committee. He is a committee member
of the Hong Kong Committee for Pacific Economic Cooperation (HKCPEC)
and an Executive Committee Member of the Hong Kong Electrical Appliances
Manufacturers Association. He has served as a director of the Tung
Wah Group of Hospitals, the oldest and the largest charity organizations
in Hong Kong, has served as the President of the Lions Club, Metropolitan
Chapter and was on the Board of Trustees of Cate School, USA for five
years. He received his BS and MS in Mechanical Engineering at MIT

He retired from the government of the Hong Kong SAR in 2007, after

Steel Ltd. He is a chartered engineer, and a fellow of the Hong
